Please help! I recently upgraded to a newer computer, but I am finding it is actually SLOWER on the internet than my last one. Here are the changes...hopefully I can receive feedback!

My old computer: 10 GB, 300 MHZ, 256 RAM with windows 98.
My new computer: 60 GB, 1000 MHZ 128 RAM with windows ME.

Both computers are on a 56k dial up service. The old service was with Earthlink and the new service is with Compuserve. The speed difference is the same with one window or 7 windows open. No matter how many windows I open it is still slower than the old computer. Could the RAM difference make that big of a difference even with one window open? Thank you for any feedback on this matter.
