Papering a bathroom is in my opinion a serious mistake. Bathrooms are typically full of moist air, which wallpaper does not like. You may use plastic or coated paper which looks cheap an sleazy NMHO. Tile is best. Paint if necessary. There is still time to fix things right before you put the tank back on. Why don't you consult your friends before you do the home rehabs. Or, better, sell the house.
