base building???? .....mmmm, it sure looks like house cleaning to me.... as portfolio managers perform window dressing for the quarter which ends this Friday, March 30, 2001, hence, they are maneouvering their last dogs out and coating the top with some names that have not done so badly. Im not a fan of Cisco, however, the reason Cisco is so short-term weak is that alot of the managers do not want to look like fools to their investors and have Cisco in their portfolio for the past quarter. I still believe a short rally will begin on Monday, April 2, 2001 around 2:30 - 2:45 pm. and end on Friday, April 6, 2001 around 3:30 pm. That being said, the markets are headed downward after that.
