The amount of tax cut is too small, spread over too long a period, and will be recovered out of badly indebted consumers' hands by any number of means very quickly. For example, in California, the tax cut will go straight to the electric utility people, and vaporized in the bond and commercial paper market at the speed of law.

There is no cure for the common cold, except time. Chicken soup helps a little.
