The short answer is that it is too early to tell.

The first major point is that Qualcomm sells nothing, zero, nada in Europe now, so no loss as of now.

The second is that the financial pressure on the European operators may help them notice that Qualcomm has very specific alternatives for the use of the spectrum whose use for W-CDMA (called UMTS in Europe to avoid those anethma letters CDMA) is delayed. A way out if Europe chooses.

My personal view is that Europe will continue the equivalent of shooting itself in the foot and refuse the alternatives Qualcomm has for its rescue.

The third point is the fun one.

The pressure may force the acceleration of the adoption of UMTS (W-CDMA) sooner than would otherwise be the case. That means dollars for Qualcomm from Europe earlier than would otherwise be the case.

This is in a funny way a heads we win, tails we win situation for Qualcomm.
