The petrochemical company can reasonably be required to make it clear that it is promoting an industry position. This automatically undercuts its "purity" in the minds of many. The environmentalists are the "apple pie" side of any such debate, assumed to be unselfishly interested in the preservation of the environment. Not only that, but they generally have the help of friendly news producers, editors, and editorialists. But the main things is, it is not up to the legislature to determine what the proper amount of speech is, any more than it is up to them to determine content. Let the environmental group build support and alliances, if it feels that its funds are inadequate. If it should turn out to be the case that the worst impact of an environmental regulation will fall on small businesses, with comparatively little funds for politicking, and the environmentalists have the advantage, should we hobble them to maintain a level playing field?
