Perhaps it would not be wasted capacity. If the difference between the XBox processor and Tualatin is just a packaging option, XBox processors could be salvaged Tualatin processors. Tualatin will not be available at less than 1.133 GHz, but it could well be that over 50% of the viable chips will not qualify at 1.133 GHz. These processors could be packaged as XBox processors.
