Except for the war years, the other Congresses all had a net surplus. The only GOP majority during the Eisenhower was the 83rd Congress ('53-'55), which ran up deficits of $6.5b, $1.1b, and $3.0b. The only surpluses during the Eisenhower years were under Demo majorities ('56 and '57). Maybe you are misinformed about the definition of the word 'ignorant'; very ironic.
