The US Constitution expressly gives Congress the power to coin money and regulate the value of the currency and foreign exchange.

You can't sue the US government for public policy decisions. It has sovereign immunity which is only waived for specific things like if it owes you money or someone driving a government truck ran into your car or they violated your civil rights. The Sec. of the Treasury, the Board of Governors of the Federal Reserve, and the Chairman of the Board of Governors are being sued, not in their individual capacity but as agents of the US government implementing public policy. No way this gets past a Rule 12(b)(5) motion (motion to dismiss for failure to state a claim for which relief may be granted).
