I asked a friend of mine about that. I said, the idea is to create spending, but if the people distrust the governing body, particularly in Japan, will they act in mass... or withhold. He agreed with that. That they are witholding out of singular distrust.

that's saying a lot for someone who comes from a Samurai family aka japanese suit.
