The State Comptroller cannot have access to the Dept of Water purchasing records according to the Wall Street Journal this morning. She is a member of the same political party that the "Gov" (i.e. Davis) belongs to and has ambitions to run for mayor of Los Angeles presumably as a representative of her current political party. Since I want this to sound even handedly, I am not specifically citing political party names. But blocking another state officer who is responsible for fiscal matters from the financial transaction records of another state agency must seem very strange and at least raise a question of why this is necessary. Then I found the following published in this morning's online Sacramento Bee Internet site (http://www.sacbee.com):
A final thought on Davis' managerial style. It is the direct antithesis of everything taught in management schools, which stress flexibility, delegation of authority, accountability and vision. Herb Kelleher announced recently that he would retire as head of Southwest Airlines, which he built into an industry powerhouse and a customer favorite by pursuing exactly the opposite managerial philosophy that Davis has exhibited. In a perfect world, someone like Kelleher would be leading California out of its dilemma.
