It's unlikely that anyone will build an infrastructure to compete with the current energy delivery system.

I think you are wrong and would point to the Telephone industry. It's unlikely to come about quickly but if it were it would likely revolve around a self-contained technology, like solar or power cells or some combination as we see in autos. A good question would be if we had a choice today would we choose a free market for energy, water, phones, or gas or would we choose a monopoly, regionally based. It's just another freedom versus safety issue, but the technology would have to integrate.

CA is still a partially de-regulated State. Are there any good examples they could have followed? Yes! Did they? No!
Why, I don't know, guess they just thought they were inherently smarter than those that were successful before them.
