You don't understand.

First, how can one Congress be responsible for three budgets?

And second, as we all know from recent experience, it takes a responsible Congress several years of work to get a balance. The GOP Congress was elected in 1994 but it took a long fight to force Clinton to accept a balanced budget and that only came because Dick Morris told Clinton he had to accept the GOP path or he had no chance in 1996.
