Mike here in Rochester NY, Frontier Comm (Global Crossing) and Time Warrner/AOL are in all front war for customers.
Frontier is rolling all form of DSL (SDSL, ADSL) like crazy.

At the same time TW/AOL is in trials for voice over cable.
Frontier knows that the only way to keep lucrative voice market is to offer voice+DSL, and this is what they are doing now.
I agree 100% with you, however ILECs and RBOC have serve their corporate and retail clients and tis also have certain capex requirements.
