Thanks for the info. I was HOPING you would say that construction on F22 was completed. If they are going to ramp in Q3, don't they need to start installing equipment now?

Your statement is based on the assumption that a Fab has to be "completed" in order to move in equipment. That is not necessarily the case.
Another way it "could" be done, is to build the internal "Cleanroom" first, seal it off, pump filtered air through it, and begin moving in the equipment while construction continues on the outside shell of the Fab.
Another technique that "could" be used, would be to take the sealed cleanroom, and erect temporary walls closing off sections of the cleanroon. Complete all the necessary infrastructure in areas where early toolsets are arriving, while continuing construction on the infrastructure of other parts of the cleanroom, as the tool dock dates come up.
I've seen both techniques used by various companies in the past.
But to answer your question, yes, to ramp in Q3, several of the tools would already need to be in the process of being installed. Some tools would already need to be in Qual.... And I would guess, that some of the F22 PE's that are probably up in Oregon, learning P860, would need to be returning to Az shortly, in order to get things going.
