No legislative proposal that's been passed or is under discussion does more than nibble at the edges of the problem. It won't begin to shift until access to basic health care is available to all citizens, rich and poor, healthy and sick.


Nadine, I think the reason the discussion nibbles at the edges is because no one wants to have the real discussion--which is about what entitlement, if any, citizens have to health care. I think there's a consensus that health care should be available but I don't think there's a consensus that it should necessarily be provided for those who, one way or another, cannot pay.
