During WWI... This Europeans were busy beating the hell out of each other and the US became the safe haven for many private fortunes at that time period. And we were selling to both sides until we entered the war officially.

As for the Russians, don't underestimate them. Look how well they did with Richard Hanssen..

And they think there is another deep mole still left (and no Gustave, let's not get into the Deutch thing again)
