Scumbria,

Let's just review the facts:
-Clinton administration signed the Kyoto treaty, calling for cuts in CO2 emmissions
-Treaties have to be ratified by the Senate
-Currently the ball in in the Senate's court, and Senate has no intention of ratifying the treaty, since the defeat is assured
-Clinton administration pretended in dealing with the rest of the world that the treaty would be ratified, even took action trying to abide by it. (Which was controversial, some say illegal)
-The new administration comes in, and the current policy (continuation from Clinton administration) is to pretend that the US is part of the Kyoto program, negotiating in various venues, still trying to make changes to make it appealing to the US. The Europeans are intransigent. Efforts of both Clinton and Bush administration fail to produce changes to make it acceptable to the US.
-Whitman advises Bush that we continue this futile charade
-Bush disagrees, tells true that Kyoto is dead.
