The United States generates roughly a quarter of the world's greenhouse gases. The Kyoto protocol could be ratified without the U.S., but the absence of American reductions would turn the entire exercise into little more than a noble gesture.

You will just have to work a bit harder. I think the US reduction was expected to be 7%. If all nations have the same quota, it means that the consumption in Canada, France and World Council of Churches will have to go down by 9.3%. What's the big deal? You were committed to 7% and you can't do 9.3%.
