ART and WCII footprints are the only national scaled networks. ART essentially bought 100 MHz in every small EA
in auction up to 500 MHz in some of larger. WCII bought
200 MHz in weenie onew, up to 800 MHz in larger plus it
bought select large LMDS A blocks in that auction. In 39 GHz auction prices were deflated as ARTT & WCII thru licensing and acquisitions already had licensed metro areas
of most EA's and only had to bid minimum (about $.04/Pop)
on many licenses and only paid competitiive price on "clean" channels (e.g. press/analysts said WCII averaged
$.60/pop or so on top market new channels. XOXO only has
mix of LMDS A/B blocks in its funniest line 95% of pop in
top 30 plus handful of 39 GHz licenses it bought. In other
words, it and certain other still pretty well funded concerns may need/want more BBFW.
