In the 1960's, the air was so dirty in northern New Mexico (from the Four Corners Power Plant), that Apollo astronauts in orbit could see the plume. There were many days that the Rocky Mountains were barely visible from Los Alamos.

The Feds forced Arizona Public Service to put electrostatic precipitators on the stacks, (a move which APS claimed would put them out of business) and the problem was mitigated by > 95%.

APS didn't go out of business, and in fact later had enough cash to throw $5 billion into the inoperable Palo Verde Nuclear Power Plant.
