This paragraph caught my eye:

Morgan Stanley Dean Witter is looking for sales of chip equipment to tumble 20 percent to 30 percent this year. "It will probably be the worst year in a decade and a half," said analyst Jay Deahna.

That conclusion does not match the stated premise. Looking at the following slide from Carl Johnson's Infrastructure, it is clear that a 20 to 30 per cent drop in equipment sales happened as recently as 1998.
