To me, that was his point. Those that come in will do so at fire-sale prices, and will be able to put pressure on the survivors. If a system were in place and working, and the owner went bankrupt, then the new owner might have an economically competitive system, even if it were technically inferior.

I'm not sure how it affects Q, except it might slow development. Say there's a few 3G systems out there, but teh system isn't fully built out, then one company that has deployed goes bust. Another company that was about to deploy is likely to say "lets grab the defunct companies system for pennies on the dollar" and thus forego developping the system itself.
