People in the suburbs do want less arsenic in their drinking water

So why didn't Bill Clinton do something about it ? Why did he wait for the last moment ? Was it because he knew the cost of implementing this was extremely high and that there was no problem ? Was it because he would want to inflict all kinds of hardships on a new administration like the energy problems he left this country ? Maybe he wants 1$ a gallon for water. HE was in office for 8 years and did nothing except take credit for the work that Silicon Valley did and raise money. That's all. Opps I forgot he disgraced the White House and put gays in the military
