The Arbitragors certainly have upped the short volume. My guess is 9-10 million shares.

I see them helping to push the stock higher, but the big drop a few weeks back hit CSCO as well as the others. So I don't see how the shorts do anything but add to the liquidity and the volume. Besides with a market cap of 33 billion I don't like outstanding short volume of 10% of the total will have that much of an impact.

CSCO is a good company and will reward those patient enough to hold long term or lucky enough to trade it successfully.

One thing that just dawned on me is that CSCO is one of those stocks which as long as we don't sell at a loss we're unlikely to lose money in the long run! Am I making any sense here!
