It seems they created it when the largest cap stocks were mostly techs so it tracks the techs. See comparison to Morgan Stanley Hi-tech 35 ishares: quote.yahoo.com It'll be awhile before they come out with managed exchange traded funds where the holdings can be actively managed within.
