I think your timing if off on most of these:

- The U.S. and the world's economy begins to collapse.
Happened under Clinton. I wouldn't call it a collapse though.

- U.S. tells its allies to take the Kyoto treaty and shove it up theirs.
Happened prior to GWB arrival. Senate wanted no part of it.

- U.S. accidentally(?) bombs the Chinese embassy in Belgrade. What are the chances that it happens to be the Chinese embassy or all Grandady of unlucky missed targets - wholly bejezzus.
Under Clinton

- The odds that a national election of 200 million eligible voters is decided by less than 500 votes. A pure 50/50 random number generator generates a much larger average variance for the same size population sample.
Ditto

- Collapse of peace in the Middle East
Ditto

- OPEC getting organized again
Ditto

- California power deregulation fiasco
Ditto

- Soviets were our enemies, then Russia was our friend, now Russia is our enemy.
Ditto. The precise moment when this happened was when Clinton started to bomb Serbia

- China was our friend in WWII, then Ping Pong diplomacy, now they will be crowned the New Evil Empire that we must crush.
As much as I would like to pin this to Clinton (<g>) I can't. China's global ambitions preceded Clinton, and will be a problem after long after Clinton and Bush are ex-presidents.
