Given time, the market should fix the problem. But, if the state is spending its surplus to buy electricity at these rates, it will soon have no surplus and then head into bankruptcy. The state money is being spent simply to keep Davis from getting the blame for having sat on his hands for so long hoping for a miracle. Let him find another job in 2002.

Stop spending the state government into bankruptcy. Re-regulate as much as possible and raise rates to what is needed to get the necessary amount of electricity. The higher reates will attract more generators which, given some years for approval and construction, should solve the problem.

Other ideas?
