Or has Bush manipulated us? Perhaps that is why he was so surprised at the outcry over
his environmental policies. He has gotten away with a lot and no one called him on it, but if
the American public begins to blame him for sky-high energy prices in California which most
people agree were manipulated he could find himself offshore in deep water.
