Not being as close to it as you are, my take on the interaction is that someone, whether it was US or PRC, was testing the limits - of the signal between US and PRC or something else - it was/is a test.

No question that GW Bush heads a very different administrative stance than Clinton, or even his father. For better or worse, this is not his father's White House.

I don't think the juxtaposition of this encounter vis-a-vis the explication of GWB's policy on arms sale to Taiwan is accidental. Do you?

If not, what are we trying to accomplish here? If not war, what?

(FWIW, my guess is just posturing.)
