But that's just an illustration of the tragedy of the commons. Let's see what happens after rates are raised. There a fair amount of low hanging fruit when it comes to moderating energy use in California.

People got real serious about conservation this winter in the midwest after natural gas prices tripled. Caulk a few corners, weatherstrip a few doors, don't use the stove during the day, and put some reflective film on the windows and peak electric demand driven by A/C needs can easily drop 10% - for this summer it's probably the only hope CA has of surviving.

It takes too long to bring new generating capacity on line for much to happen in the next few months, but people (motivated by scary electric bills) have a shot at knocking that peak down by 10% - which might be enough.
