AIr conditioning is a luxury. Certainly it should not be considered a new entitlement program. Or are you saying that our poor should have air-conditioning while people in the rest of the world starve to death ?
One can make a case that in an office where people are working that some air-conditioning may be needed. However the rich in the 50's didnt have it. It is not a necessity of life but a luxury. Are you saying that I shouldn't have a Renoir ? Are you saying that I shouldn't have tickets to the inaugural ball ? If you can afford the luxuries that is fine but food and air-conditioning are not the same. We have to make choices.
