And usually the right hander turners
are looking over their LEFT shoulder to see the oncoming traffic?

Exactly. As I learned how to survive suburban walking, I developed a few techniques on how to deal with various risks. What I do when crossing the street in front of a driver looking left for an opening in traffic is tap my hand on the fender before I cross to get their attention. A few have thanked me by waving a finger at me.

Crossing the on and off ramps of limited access highways is another real challenge because of the speed. There aren't any crossing lights there. No longer is it enough to teach kids to look both ways before crossing or to use the crosswalk.
