As a CPU designer, I expect that engineering is going to be six months behind marketing schedules. That is how the game works. Even if the silicon is on time, management can't take the financial risk of holding infrastructure inventory- on the odd chance of an on-time chip.

The promises are just nonsense to keep silly investors on the hook vs. Intel's nonsense promises.
