"Several U.S. officials, speaking on condition of anonymity, said it
appeared the Chinese government would insist on an official U.S.
government apology before allowing the crew to leave China. "

Wonder what the Chinese want in the form of an apology.

Maybe - "We were flying through international airspace and we are sorry your fighter planes bumped into our slow
moving prop plane"
or maybe
"We're sorry we landed on sovereign Hainan Island without previous permission once our plane was damaged by your fighter escorts"
or maybe
"We're sorry your fighter crashed after trying to intercept our slow moving prop plane."
or maybe
"We're sorry we even thought about selling new destroyers to Taiwan and that China had to stage this whole event as a counter negotiating ploy which resulted in the loss of a Chinese fighter".

Take your pick.
