As the nation learned in 1960 when Gary Powers went down over the USSR in his U-2, it is expected that pilots die and their nations deny. When the pilots have the bad manners to survive (and, worse luck, land their high tech secrets in tact) it puts the home country in a bind: admit and apologize or say 'piss on you.'

There is no middle ground. That's why it is expected the pilots should die. Nations don't like to run out of options.
