The 40% rate hike number is misleading and was used by the media and others for shock. The rate hike was 3 cents per Kwhr. This is 40% of the cost of power but the retail cost includes distribution cost. The 3 cents hike is 27% of the the retail price.

The rate hike was severely hyped as if the sky was falling. It amounts to $15 a month on the average bill. Hardly a killer for individuals.

In the mean time, gas prices are not regulated and have tripled over the past year, but there has been almost no comment on the gas price increase on the utility bill.
