Ron - I pretty much agree with most of your speculation.
However, believe it improbable our sub was called into port to prep for engagement with Chinese.

This was a nuke sub -- doesn't need to top off the tank.
VERY doubtful (for all kinds of reasons) it was a boomer.
If an attack boat, the mission is essentially fleet protection. We have no fleet in the area to protect.

IMO, was just a simple case of the U.S, Navy being dumb and more than a little arrogant. Not untypical. Not slamming the navy - it's just the way they are. Three members of my immediate family are in the Navy and numerous friends are navy vets.

In my experience, they have a habit of dumping on somebody else's beach and heading for the high seas. Just a WAG, but I would guess the 7th Fleet Boss had 'em untie the Blue Ridge and get the hell out of Yokosuka, when this came up.
