You do not need a software to view photos on CD or on your disk as long they are in standard recognizable file, eg. .jpg, .tiff etc. Windows 95/98/ME installs an Image Viewer during installation, if missing, it can be added. In addition IE or Netscape also reads those files if present on the system. However, one do need a special software for manipulating those photos, eg. cropping, enlarging enhancing. Basic free software is available on the Net, as well as, sharewares and of course professional quality programs, depending ones need.
