Well, the truth is that buybacks are almost always a bad idea. The only dubious usefulness they have is a bullish signal to Wall Street. If there's no chance of that, then they can find better ways to compensate shareholders, like investing in high growth areas or failing high growth opportunities, then dividends. Cisco doesn't have any debt to pay back or I'd say that's where their money should go first. But right now, my advice would be to spend on R&D, clean up the books with write offs and write downs pronto, and just warn the Street damnitall, because this waiting's killing us!
