No... but it might not have the proper mix of weapons. Remember that they carry a mix of dummy torpedoes at times for training purposes that they would want to swap out for live rounds.

As for fleet operations, I think the contingency plan would focus on what events would trigger a potential crisis that might bring Taiwan and China into conflict.

Again, when "events" take place, contingency plans often go into effect automatically. So it's not necessarily provocative.

It may have just been inadvertant that they forgot to pre-announce the sub's arrival. But the fact that they did lends just a bit more credence to my contingency scenario.

We also had 3 destroyers sent to that region as they were returning from deployment in the Persian Gulf.

Who knows for sure though... I just thought I might offer an interesting alternative than the insinuation that we deliberately tried to tick off the Japanese peaceniks.
