Bob,

I'm not what you'd call expert in the field...but about three years back I scanned some old (pre-WWII) black and white photos and did a little tweaking on the PC...printed them out, and they were better than the originals. Not sure how the transfer to CD would go....my guess ok, if you have a decent scanner.
