The fact remains that the executive order was sent to Pearl to assemble the whole fleet. All of the military commanders of the time went on record, after the war, that they opposed such a dangerous tactic, but were ignored. The charge against FDR did not originate with me. It has been kicking around for decades. The final fact is that we will never know for, absolutely, sure.
