Something is fishy about that article. They claim that almost none of the NG turbines have started since the PUC decision. I watch California NG spot prices on a daily basis. Since the decision prices have been going up nearly every day, and are now nearly triple the national average.

It is fairly clear that some have started up. I assume the rapid rise in prices was because all had restarted. If the article is right then CA NG spot prices are going a lot higher this summer.

Still believe the California politicians don't have the guts (or brains) required to solve the problems. IMHO It will end up being done by a federal bankruptcy judge, and probably pretty soon. The situation will go ballistic pretty soon as temps start rising.

On the plus side, my largest holding (ROYL) sells all their NG into the California spot market. They just announced a 15% stock dividend. I can live with that :o)
