JQP, at least some of the QFs who do not use NG are keeping power offline, and the article doesn't really specify how the 1/3 power currently offline is produced. I expect some QFs have restarted but nearly as many as the PUC expected (or needed). The arrogance of the PUC (not to mention the utilities') is truly amazing. What, you mean to expect to be PAID for past delivery before you'll sell us any more? The nerve! At least if the utilities go bankrupt they'll get something. Right now all the parties want a guarantee that they'll get everything they say they're owed, a sure way to get nothing.
