The markets turned up because of the GOP Congress. The new Congress ended the threat of Clinton's schemes for big new spending and imposed a balanced budget.

The regulatory policies of Clinton - including the attack on Microsoft - are credited with hurting the economy and the markets. Taxes also reached their zenith - reason for the prescient Bush rate cut.

And the efforts of Gore to steal the election hurt the economy - which everyone agrees was already in decline.
