Regarding a revenue tax, California is not exactly in a position to call the energy shots. They are hurting in a bad way due to their inept energy planning. None of the independent suppliers need to sell to California, they are being forced to in a sense. If California were to add some revenue tax, what's to stop the power suppliers from adding a surcharge to cover the tax? California is a beggar state when it comes to energy needs and beggars can't be choosers. If they antagonize the power suppliers, simple solution... keep California in the dark.
