This would create an international incident and bring attention that the US was spying.

I don't know. Everyone spies. And everyone knows that everyone else spies. The Post today mentioned that the US had asked China to not have the fighters follow so closely. I don't see how you get much of an international incident out of spying. And if they wanted the US plane to crash, they could have downed it at less risk to their pilots, one would think.
