To bring it down without ramming it they would have had to use the weapons of their fighters. They couldn't do this over international waters. I think they wanted to crash our plane as a warning to stop the flights. We don't know if they plan on doing this again.

I am surprised that the US plane would choose to land on Chinese soil also. I would think they would have had orders to land in the sea before landing where they did.
