THE KEY Hang Seng Index closed at a 23-month low as profit warnings from Wall Street pounded local telecom stocks lower. The index ended down 4.14 per cent, or 520.51 points, at 12,063.71, its lowest level since May 1999. Decliners outnumbered advancers 428 to 61, with just three blue chips ending in positive territory. Hong Kong's dominant telecom Pacific Century CyberWorks was down 4.6 per cent, as investors abandoned such stocks.
